安平港務公司南北防波堤規定釣魚時間；早上6:00-下午8:00，6-10月延長到凌晨1:00引起釣友反彈，台南市議員李啟維建議，釣魚是正當休閒活動是世界潮流，安平港務公司沒有權力禁止，應全面開放！安平港務公司表示，他們有聽到大家的聲音需求，會儘速開會檢討增加開放時間。
很多釣友向李啟維議員陳情表示，釣漁不是上下班固定時間，有的釣客白天有空，有的釣客晚上有空，有的季節適合白天釣魚，有的季節適合晚上釣魚，例如這個時候是白帶漁盛產，適合晚上釣魚的季節，港務公司規定釣魚時間實在很奇怪，難怪釣友反彈！

李議員表示，在大家爭取立委協助之下，政府也從善如流開放釣魚，安平港防波堤也增設欄杆，安全無虞，安平商港防波堤1.66公里，不是港區碼頭，是開放空間不會影響作業，為了營造台南更好的生活居住休閒環境，港務公司應全面開放，不應剝奪人民休閒釣魚權利！
李議員說，台南有綿延數拾公里海岸線，也有很多大小港口和內外海，景色自然優美條件得天獨厚，是愛好垂者的天堂，無數全國甚至外國釣客慕名而來，不但增添台南休閒觀光資源，也可帶動地方經濟效益，台南要成為觀光大城，可善加利用這方面資源！
