和人們息息相關的河川，在親近休憩之餘還有不法份子丟棄的廢棄物，讓原本乾淨的水源失去原有的樣貌。經濟部水利署第二河川局近來攜手民間團體和企業成立河川巡守隊，針對河川廢棄物的熱點積極巡查降低廢棄物汙染河川。
在實際巡守河川後發現，最多河川廢棄的東西就是屬於使用一次性的寶特瓶的塑膠製品，再來就是大型的家電廢棄物。

二河局長期推動在地人關懷水環境，鼓勵民眾關懷家鄉的河川，光是頭前溪出海口就涉及河川局、林務局、國產署、縣市政府等多個單位，在川廢快篩調查後，二河局定於12/27號邀集相關機關成立川廢跨域平台，以公公協力方式盤點川廢熱區，釐清及分工清運計畫，商討源頭遏止措施，達到公私協力加乘的效果。
